Former CFTC Chairman Chris Giancarlo argued that XRP is not a security in a report released on Wednesday, June 17.

As Chairman, Giancarlo was known for rallying support for Bitcoin and Ether to be deemed commodities, now as an employee of Ripple he is taking similar steps for XRP. Giancarlo's lawfirm provides counsel to Ripple.

The report iterates through criteria outlined by the Howey Test to argue that XRP is not a security.
