Russian authorities declared the ban in April 2018 as Telegram refused to offer securities services with encryption keys. However, the ban was never comprehensively enforced as the messenger app hides traffic behind mobile IP addresses, per Independent.
According to Roskomnadzor, Russia’s media and internet regulator, the ban is lifted because of Telegram’s inclination to help the country detect terrorist and extremist activities.
