Even though Telegram has discontinued its involvement in the Telegram Open Network (TON), independent developers have continued working on the open-source project.

Projects like NewTON, Free TON and TON Community Blockchain have kept on working on TON after Telegram dropped out, as reported by Cointelegraph. Telegram cut ties with the project after a long battle with the Securities and Exchange Commision which was arguing that TON's initial public offering was an unregistered securities sale.

The TON project was meant to be a blockchain facilitating payments and hosting deapps. TON was going to be integrated into Telegram.
