The European Commission’s digital connectivity program CEF Digital published its tech specs last week. It requires nodes in the European blockchain services network (ESBI) version 1.0 to feature at least three computer hosts, including a master for core services and two protocol hosts for the BESU and Hyperledger Fabric blockchain.

According to the spec, as long as member states are connected to the internet and meet CEF Digital’s relevant regulations, member states can physically or virtually stage their nodes.

The EBSI v1.0 is targeted at a closed user group to "act as a first iteration" and serves as a base for the production solution that will be fully deployed in EBSI v2.0.
