Congresswoman Wagner brought up that 16.8 million of 18.4 million reports of child sexual abuse content are on Facebook and that 70% of these valuable reports would be lost if Facebook implements end-to-end encryption. Wagner followed this up by asking Mark Zuckerberg what Facebook would do to shut this type of behavior down.
