According to Cointelegraph, Venezuela's Bolivarian Council of Mayors signed a so-called "national tax Coordination Agreement" for the country's 305 cities, which includes oil companies, or PTR, as a means of taxation and sanctions.

Venezuelan Vice President Delcy Rodriguez will be responsible for implementing a single taxpayer registration system through a digital consulting tool. She will also be responsible for creating an information exchange and monitoring system for companies to record payments in the national cryptocurrency.
