ETC labs has released a plan on its Medium page to prevent future 51% attacks like the two which shook the network over recent weeks.

The plan combines fixes that can be quickly implemented with broader security upgrades which will take some time to develop. In the near-term the team plans to stabilize Ethereum Classic's hash rate, increase network monitoring and work more closely with exchanges.

More involved security upgrades will require community consensus, so they may take longer to launch. The most highly contested security upgrade is the creation of a treasury which would collect a portion of miner fees and invest them back into network upgrades.
