The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council released a policy paper on Tuesday, August 25 offering new guidance on how to manage social assistance systems utilizing blockchain technology.

A section of the paper addressing state institutions, enterprises, and social organizations focuses on decentralization reforms. The parties addressed are asked to report to country-level officials if they encounter obstacles providing support and assistance to local communities. 

To strengthen this country-wide network the party plans to utilize blockchain, 5G networks, big data, and artificial intelligence to offer connected support to those in need of social assistance programs.
