According to research from the European Central Bank (ECB) it is possible to create a central bank digital currency (CBDC) payment system that protects user privacy.

In their report dubbed “Exploring anonymity in central bank digital currencies,” the European System of Central Banks (ESCB) created a proof-of-concept (PoC) for confidentiality in CBDCs, this PoC was part of the ongoing research into CBDCs and how they can benefit the public. The ESCB collaborated with tech companies R3 and Accenture to develop the PoC.
