Since the number of "For" exceeds the voting quorum, the proposal is going to be implemented. Tornado Cash will enable TORN transfers 2 days after the end date of the voting (Eastern Time Feb 6). Additionally, the voting of proposal 2# of Tornado Cash is still active, which appeals to lower the voting quorum. The current results are "For 9,390.704" TORN" vs "Against 511.274 TORN". The end date and time of proposal 2# are Feb 6, 2:35 PM (Eastern Time).
