Ran Neuner, CNBC's Crypto Trader host said that Paraguay, a South American country, has proposed a bill to legalize Bitcoin, which is expected to make Bitcoin a legal tender and will also encourage green mining. 

The bill proposal has been affirmed by a member of Parliament Carlitos Rejala. If the bill is passed, Paraguay will become the second country after El Salvador to use Bitcoin as legal tender. 

However, some comments pointed out that the bill was proposed by a political party with only 2 seats in the government, and it is impossible to pass it.
