It has been reported by Jenga BCG that commissioner for the SEC (U.S. Securities and Exchange), Hester Peirce, has shown interest in building a non-exclusive safe harbor for token offering. As per the report released during the Convergence Forum held at the Singapore University of Social Sciences in her speech, Peirce stated interest building a non-exclusive safe harbor allowing issuers to offer tokens under a different jurisdiction with regulations. Peirce was quoted saying, "Regulators have had to follow the lead of the markets and work with their foreign counterparts. [...] Absent an explicit decision by citizens of a jurisdiction to cede their regulatory authority to an international organization, a jurisdiction should determine what rules work best for its investors and markets."
