According to the official announcement, Coinbase International Exchange and Coinbase Advanced will launch pre-launch markets, allowing users to trade before tokens are issued and participate in price discovery.

Pre-launch markets allow users to trade perpetual futures contracts for tokens that have not yet been issued. 

Qualified institutional users can access the market through Coinbase International Exchange, and qualified retail traders can access the market through Coinbase Advanced.
