Despite these vulnerabilities being discovered as early as 2006, he noted that vendors will not take action unless there is legal pressure or updated election laws. Pospieszalski emphasized that the solution involves software rather than hardware, based on 1980s cryptography technology. The model he proposed would include three counts: paper ballots, traditional digital counts, and a third encrypted count.
