In lieu of a transaction fee the cost will be paid via RAM, CPUs, or network bandwidth. Coinbase is also offering an opportunity to earn more EOS by adding to the computational power that will be necessary to process transactions. Coinbase however will not be focusing on decentralized exchange, due to safety, security and compliancy reasons.
