Investors may not be getting their money back from Telegram as originally thought, this comes from a “force majeure” clause in the purchase agreement, according to a report from Russian media agency the Bell.

The Force Majeure clause that is part of the company’s purchase agreement states that natural disasters, terrorist threats, the eruption of war and legal or regulatory actions on the part of the authorities supersedes their pledge to return money to investors.
