Ethereum developers are currently discussing the priority of Shanghai upgrade which is an Ethereum hard fork upgrade following the London upgrade. One option is that the Shanghai upgrade will be launched as another functional fork, including EIPs that are not included in the London upgrade, to minimize the complexity of the upgrade. Another option is to adopt Vitliak Buterin's rapid merger proposal, and upgrade Shanghai as a merger of Eth1<>Eth2. If the first one is adopted to start the Shanghai upgrade as a functional fork, it may start in October 2021. If choosing the latter, it will be postponed to a longer time to start.
